Private and Public Partnership Scheme for Development of National Infrastructure: Reviewing Opportunity and Role of Foreign and Domestic Source of Funding in Endorsing MP3EI

Agency of Policy Analysis and Development (BPPK) c.q Center for Assessment and Policy Development in International Organization (Pusat P2K-OI) is to conduct a Focus Group Discussion (FGD) with a theme of “Private and Public Partnership Scheme for Development of National Infrastructure: Reviewing Opportunity and Role of Foreign and Domestic Source of Funding in Endorsing Master Plan for the Acceleration and Expansion of Economic Development of Indonesia (MP3EI)” at Morrissey Hotel, Jakarta on 30 May 2012. The event will last from 14:00 – 17:05 WIB and begin with registration process and lunch at 12:15 WIB.

The FGD aims to give a more comprehensive understanding about the role of private and public partnership to the development of national infrastructure, mechanism and opportunities as well as challenges in its implementation to achieve MP3EI.

It also intends to gather substantial inputs from experts, policy planners and stakeholders in the field of infrastructure to support an independent review on optimization of multilateral diplomacy in order to achieve MP3EI which is done by Pusat P2K-OI.

As we know, the Government has formulated the MP3EI in 2011 which is intended as a catalyst for the national economy with a long term goal to place Indonesia in the top 10 world largest countries in 2025 and top 6 in 2050.

One of the challenges that require utmost attention in achieving MP3EI is the availability of infrastructures which are capable of encouraging interregional connectivity in order to accelerate and expand economic development in Indonesia.

Old mindset saying that the government is the one who should build all the infrastructures needs to be replaced, considering the government’s very limited budget. This mindset needs to shift to a more advanced one, which is infrastructure development through a Public and Private Partnership (PPP) scheme.

Thus far, unavailability of proper infrastructures is the one thing repeatedly complained by the investors. Therefore, the government will focus on developing infrastructures to boost Indonesia’s economic growth in 2012. For this purpose, there needs to be an effective operational strategy for PPP scheme in Indonesia, especially in regards to enabling environment for PPP scheme, and also an optimization of multilateral institutions, including development finance institutions and multilateral development banks.

The FGD will feature 3 speakers, which are Dr. Ir. Bastary Pandji Indra (Director of Government and Private Cooperation Development of National Development Planning Board [BAPPENAS]), HM. Zulkarnain Arief (Vice Chairman of Infrastructure, Construction and Property of Indonesian Chamber of Commerce and Industry [KADIN]) and Jon Lindborg (Country Representative of Asian Development Bank), and Ambassador Sutanto Sutoyo as a moderator.

Participants of the FGD will consist of stakeholders and representatives from relevant ministries, businesspeople and observers in the field of infrastructure and also academicians. (Source: Pusat P2K-0I, BPPK
